Jay Hillman Receives Award

Elmira City School District administrator Jay Hillman was recently recognized with the Distinguished School Administrator Award during the Librarians & Administrators Breakfast/Conference hosted by GST BOCES, an event that brings together educators and library leaders to celebrate collaboration and best practices in school libraries.

Hillman earned the recognition for his leadership and strong advocacy for school library programs and literacy initiatives across the district.

During the award presentation, colleagues highlighted Hillman’s belief that school libraries are far more than rooms filled with books—they are hubs for literacy, research, and innovation that support students across all subject areas.

“Jay’s vision isn’t just theoretical—it’s proven,” said Sonia Barchet, District librarian who nominated Mr. Hillman.

“Because of his leadership, we have fostered a culture that values library resources across the entire curriculum. He understands that literacy is the foundation of everything we do," shared Sonia Barchet, District Librarian.

Hillman’s leadership also helped position Elmira to secure the Innovative Approaches to Literacy grant for a second time, expanding access to library resources and literacy programming for students and teachers. Support from administrators is often critical to advancing strong school library programs and encouraging collaborative instruction.

Colleagues say Hillman’s collaborative approach sets him apart. He encourages librarians to serve as instructional partners and ensures that new educators learn about library resources during New Teacher Orientation. He also promotes cross-disciplinary projects that integrate library resources into classroom learning.

“Under Jay’s leadership, the library isn’t an island—it’s a bridge,” Barchet said.

The nomination also emphasized Hillman’s commitment to students. He advocates for diverse library collections that reflect students’ identities, interests, and reading levels, helping ensure every student feels welcomed and represented.

“Jay wants every student who walks through our doors to feel welcomed, inspired, and seen,” Barchet continues.

Beyond programs and funding, Hillman is known for his willingness to listen and support staff. Colleagues say he consistently works alongside educators to address challenges, from emerging technology trends to everyday classroom needs.

“Jay Hillman’s leadership, vision, and heart make our school a better place to learn and grow,” the presenter concluded. “He is beyond deserving of the Distinguished School Administrator Award,” Barchet concludes.
