📵 Bell-to-Bell Cell Phone Policy | New for All New York State Public Schools – Fall 2025

In an effort to improve student focus, reduce classroom distractions, and support positive mental health, Governor Kathy Hochul has announced a new statewide policy that restricts personal cell phone use for students in public schools during the instructional day. This "Bell to Bell" policy will go into effect at the start of the 2025–2026 school year and will apply to all public schools across New York State, including the Elmira City School District.

The “Bell-to-Bell” cell phone and personal internet enabled devices ban is New York State law. All school districts are required to follow the requirements of this new legislation.
